History of formation and development

On December 30, 2005, the People's Committee of Hai Phong city issued Decision No. 3092/QD-UB on the establishment of a Dialogue Service Center under the Department of Foreign Affairs. Accordingly, the Center has the function of performing external services, meeting external services, meeting the legitimate needs of foreign organizations and individuals and Vietnamese organizations and citizens.

On February 19, 2009, Hai Phong City People's Committee issued Decision No. 269/QD-UB on renaming the External Service Center to the Center for Information and External Development (English name: IIPC) ), under the Department of Foreign Affairs. In addition to the functions and tasks assigned in Decision No. 3092/QD-UBND, the following functions and tasks are added:

- Organize the implementation of information, propaganda, promotion and introduction about the city, the city's external affairs in accordance with the law on foreign information work;

- Consulting on laws, regulations and practices of Vietnam and other countries in the fields of economy, investment, civil, study abroad, labor export, immigration, residence for organizations and individuals individuals who have needs as prescribed by law;

- Organizing to act as ticket agents for passenger transport units by air, railway and road to serve foreign delegations, foreign provinces entering the city and city delegations going abroad. work.
